Here are the steps to set auto refresh for any dashboard in OBIEE, not having any parameters set.
1. Add a text element to the dashboard
2. include the text as shown below, refresh interval in seconds, 900 = 15 Minutes
<META HTTP-EQUIV = "REFRESH" CONTENT = "900">
3. Check the check box 'Contains HTML Markup'
4. Save the Dashboard
